At Civic Innovations (The Commonwealth Institute for Civic Innovations, or CI²), we believe that democracy works best when everyone has a voice—and the tools to make it heard.
As a non-partisan, charitable organization serving Southside Hampton Roads, our mission is to break down barriers between the people and their government.
Government should work for the people. But for many Virginians, navigating its systems can feel overwhelming, confusing, or out of reach. That’s where we come in.
We connect residents of Southside Hampton Roads with their local and state governments by offering free access to civic education, public policy research, community events, voter registration support, and more.

Founded by former Delegate Karen, whose career has been defined by serving her constituents and solving real-world problems, Civic Innovations continues her legacy of public service.
As Executive Director, Karen leads our organization alongside Chief Programs Officer Zach, a lifelong Virginia resident and former legislative aide with deep roots in local government and a passion for public policy.
Together with our board and dedicated team, we make civic engagement more accessible to working families, underrepresented communities, and everyday citizens who deserve to be heard.
